Frank is CFO, Associate Dean for Finance and Administration at the Paul L Foster School of Medicine and AVP for Fiscal Affairs at Texas Tech University Health Sciences Center, in El Paso. Prior to joining Texas Tech, Frank held several positions: VP Research Administration and Finance at Emory University Health Sciences; VP Clinical Affairs and VP Research Administration and Finance at Tufts Medical Center; Deputy Director of Research at Dana Farber Cancer Institute/Harvard; Administrator of the Center for Advanced Research and Biotechnology, Chancellors' Office University of Maryland System; and Biologist in the Director's Office of the National Cancer Institute.
In the area of technology transfer and economic development, Frank has been involved with and led the licensing and establishment of several biotechnology and technology companies including: TSI, now Eclipse, a hospital based software management system now in almost every hospital in the U.S.; Triangle Pharmaceutical, now Gilead; Pharmasett; Idenix; Human Genome Sciences; Syntermed; Geovax; Immunogen; CellTech; and Collexis. Valuation of these companies is in excess of several billion dollars. The income resulting from the agreements with the biotech companies to his institutions totals more than $1.25B. His most recent significant agreement was at Emory University, selling all future royalties from certain HIV patents for a $550M one-time cash payment.
Frank received his B.S. in Biology, his MPH in Administration and Finance w/honors from Tulane Medical Center and post graduate certificate in Health Systems from Sloan School of Business, MIT. Frank has also been the PI on several federal and non-federal grants.
